No more dancing around issues in feminine hygiene (AP)

NEW YORK ? Celebrities are gabbing about it openly. A growing number of grooming products cater to it. And a recent TV commercial hails it as "the cradle of life" and "the center of civilization."

The vagina is becoming big business.

A generation that grew up with more graphic language and sexual images in the media is forgoing the decades-old practice of tiptoeing around female genitalia in favor of more open dialogue about it. To reach digital-age 20- and 30-somethings, who also have shortened attention spans, marketers are using ads that are edgier, more frank and sometimes downright shocking.

"Gen Y people are more relaxed about their bodies, so there's more attention to products that people would have been embarrassed to talk about before," says Deborah Mitchell, executive director for the Center for Brand and Product Management at the University of Wisconsin School of Business. "It's part of this trend of women saying, `Hey, we're not embarrassed to talk about this."

The new freedom to talk about the vagina comes as marketers spend more to get women to buy products for the area. Ad spending for feminine hygiene products, including tampons, panty liners and cleansers, was up nearly 30 percent to $218.9 million in 2010 from two years ago, according to Kantar Media.

Pop culture also has a lot to do with Americans' ? and companies' ? increased comfort with women's nether regions. The term "vajayjay" became popular after media mogul Oprah Winfrey began using it on TV in 2007. Last month, actress Olivia Wilde, who stars on the Fox TV series "House," described her favorite vagina tattoo on TBS's "Conan."

"I am about to pass out," Conan said.

The openness has spawned an industry of products and services. "Vajazzling" ? gluing on sparkly gems such as Swarovski crystals to jazz up a bikini wax ? became a phenomenon last year when actress Jennifer Love Hewitt mentioned it on the former TBS talk show "Lopez Tonight." It's now a popular service offered by some salons across the country. For instance, the Brazil Bronze Glow Bar spa in New York, charges $25 for house designs like a butterfly, dragon and heart, and up to $100 for custom-made designs.

Bettybeauty Inc., which makes pubic hair dye, was started by Nancy Jarecki in 2006 and sells its products at salons and beauty stores. The $14.99 product works like normal hair dye but is formulated to be safe for the pubic area. The colors run from basics like black, brown and blonde to hot pink, turquoise and purple.

Jarecki said sales have tripled since the line was introduced, although she declined to give figures. Some women are looking to cover gray hair, while others just want a fun color, she says. "When I came out with it, there was this kind of burst of `Oh my god, you solved our problem. I didn't realize how much gray hair was down there,'" she said.

Big consumer products companies also are rolling out products for the vagina and using frank-talking ad campaigns to pitch them.

Energizer Inc. in 2009 introduced the Schick Quattro Trimstyle Razor, which has a bikini trimmer on one side. An ad for the product, which first aired in Europe and shows women dancing to a catchy song called "Mow the Lawn" as they trim hedges, became a viral hit online. A toned down U.S. version of the ad shows shrubs shrinking into various designs as women walk by them ? an allusion to trimming the bikini line.

Kimberly-Clark makes fun of stereotypically touchy-feely feminine products ads in its campaign for a new line of pads and tampons introduced last year and put them in brightly colored packaging. In the TV commercial, a woman says, "I want to hold really soft things, like my cat" and "sometimes I just want to run on the beach, I like to twirl, maybe in slow motion." The commercial then closes with the line: "Why are tampon ads so ridiculous?"

In July, the company introduced a designer series that includes pads with flowers, polka dots and stripes printed on them and a limited edition pad and tampon carrying case designed by "Sex and the City" TV series stylist Patricia Field. An accompanying online campaign called "BantheBland.com," allows users to design their own pads using bright colors and patterns; winning patterns will be manufactured and sold for a limited time.

"There's a lot of pressure these days for ads to go viral," said Brian Steinberg, TV editor at trade publication Advertising Age. "If you want a viral pickup you have to be a little eyebrow raising."

Some companies have stumbled over the line between provocative and offensive. In July, Fleet Laboratories, which makes the Summer's Eve feminine products, has had mixed success with its "Hail to the V" campaign to market its cleansing products.

One 60-second TV ad touts the "power of the `V.'" It shows men throughout history battling each other while a voiceover says, "Over the ages and throughout the world, men have fought for it" and "it's the center of civilization." The ad then cuts to a modern day woman standing next to a shopping aisle of Summer's Eve products and the voiceover says, "So ladies, show it a little love."

But another series of ads, which showed people of different races' hands as puppets appearing to talk as though they were a vagina, was deemed racially insensitive and pulled from the air. The company apologized.

Rhonda Zahnen, a principal at The Richards Group, which created the ads, said despite the controversy, the company was pleased with the overall reaction to the campaign. She noted that about 25,000 have correctly completed its Summer's Eve's online "ID the V" body awareness quiz. And Stephen Colbert even did a parody of the talking-hands ads on Comedy Central's "The Colbert Report."

"We're really excited about having that kind of publicity and coverage. A month ago nobody was talking about feminine hygiene," says Zahnen, who added that Summer's Eve learned through research that women were ready to have frank discussions about their bodies. "We just wanted to be sure that the conversation is focused on celebrating and empowering women."

Suspect in Arkansas courthouse shooting dies (AP)

VAN BUREN, Ark. ? A gunman opened fire Tuesday at an Arkansas courthouse, wounding the secretary of the judge he went to see and frightening court workers who scrambled for cover. He died hours later after a struggle with authorities.

The man was later identified as James Ray Palmer, 48, of Kibler, said police Sgt. Daniel Grubbs, whose department was assisting Van Buren police.

Crawford County Coroner Pam Wells said the suspect had died at a Fort Smith hospital around 5:20 p.m., about two hours after the shooting began at the Crawford County Courthouse.

Van Buren Police Lt. Brent Grill said the man went to the courthouse to speak to Arkansas Circuit Judge Gary Cottrell. When Cottrell's receptionist told the suspect that the judge wasn't there, the suspect pulled out a weapon, Grill said.

The judge's secretary tried to flee but was shot in the leg, Grill said. She was taken to an area hospital.

The suspect was armed with two handguns and an assault rifle, Grill said. Witnesses said dozens of gunshots could be heard blocks away.

Elaine Stanfield, the administrative assistant to Judge John Hall, a Crawford County administrator, she first heard what she thought were several loud explosions, but eventually realized were gunshots about 3:30 p.m.

"And then I heard screams and I knew something wasn't right," Stanfield, 60, said from her Alma home Tuesday night.

She said one of the circuit judge's employees ran down the hall to another office and she saw a man dressed in a long coat coming toward her office. After telling other employees in the office to take cover, Stanfield said she dragged her telephone down on the floor with her and call 911.

"About that time, he shot through my door at least five times," Stanfield said. "I had a bottle of alcohol on the corner of my desk because one of the girls had just cut her finger. A bullet went right through the bottle and out the window behind me."

As Stanfield talked to a Van Buren 911 operator, the man turned away and walked outside where he encountere Van Buren police and Crawford County sheriff's deputies.

Stanfield said she heard another 12 to 14 shots before it fell quiet.

"I got up and they had him on the ground out there," she said.

Stanfield, who has worked at the courthouse since 2007, called Tuesday "quite an experience,"

"I kept thinking, `this isn't really happening in Van Buren, Ark., and I'm not being shot at' as bullets were whizzing over my head."

Security was increased at courthouses in Fort Smith and Greenwood, Sebastian County Sheriff Bill Hollenbeck told the Times Record. It wasn't clear yet whether Tuesday's shooter had help or was working with anyone else, he said.

The Crawford County courthouse will be closed Wednesday.

"We're probably looking at getting security guards," Hall told the Times Record. "We have six entrances at the courthouse. Yes, there is going to be a change in security

Review: Reggae Rhythm & Blues Festival (Jamaica)

On Sunday September 4th the much touted Reggae Rhythm & Blues Festival got under way at Roy Wilkins Park in Queens.? Organized by the Irie Jam Media Group together with main sponsors The Door Restaurant, ?WBLS, The Smokehouse, Western Union, Lime and Digicel.

Quite a few patrons heeded the advice of the promoters and made it to the park early ? not wanting to miss any of the artists in an impressive line-up reflecting performers from the genres of ?Reggae, Rhythm and Blues.?? Early entertainment was provided by Amira Nirah ? the 10 year old who bravely performed while playing her acoustic guitar.? Mr. Ernie Smith gave a very strong performance, singing along to tracks.? Culture Wise jumped onto the stage and raised the performance bar to another level.? Displaying his prowess with some nifty footwork, his vocal dexterity and topical lyrics with his popular? ?Move Dawg? got the audience showing their approval and asking for more.? It?s a shame that the next artist Serious did not live up to his name.? When billed for future ?family? events, he would do well to tailor his lyrics accordingly. Showtime and Lady Keyz from Young Lion Records looked the part, it?s always nice to see artists make an effort in their stage apparel and their offering on the day was quite promising.? Monica?s performance was a stop-start affair, when she sang the songs that resonated with the audience, she warmed to the crowd, but then she seemed to run out of steam when she sang songs that were less popular, performing to tracks, it was almost like watching a seasoned artist at the beginning of their career.? I made my way backstage with hopes of interviewing some of the performers after their sets ? so imagine my surprise and disgust as a window-blackened Escalade whizzed through the exit carrying Monica who had hurriedly exited the stage and the venue.

I remained backstage and witnessed a very diminutive Kenny ?BabyFace?Edmonds dwarfed? by burly body guards who escorted him on stage.? Dressed in what looked like a creaseless white silk suit, Baby Face crooned his way through a set that had the audience eating out of his hands.? Many were in awe at the songs he performed, not realizing that he may not have made the song popular, but he certainly was responsible for writing it.? The piece de resistance was when he left the stage and made his way into the crowd, connecting in a personal way with the fans who showed him much love in return.? As darkness descended and Baby Face left the patrons feeling satisfied, Mavoda and his mantourage took the stage at 8:17 pm.? I tried to make my way from backstage to witness this artiste making his first appearance in the US after having his Visa restored,? but was hampered by the huge press of the crowd who were anxiously awaiting the performance too.

Dancehall artists should realize that patrons don?t want to hear interminable ?pull-ups? unless they are the ones calling for it.? As the crowd start dispersing, my ride was calling and I had to leave the venue too.

When the announcement? came that Mavado would be the last artist to perform, there was a palpable sigh of disappointment from those fans who were waiting to see John Holt.

I applaud the Irie Jam team for their innovation in coming up with this concept of mixing reggae, soca, and R an? B, but hope that if they repeat this theme - they pay heed to the backstage events as much as they do to front of house.? It makes no sense to me to invite press and photographers to an event and then bar them? from having access to the artists.? (AP) ? Egypt's benchmark stock index fell slightly on Sunday, weighed down by investor unease after the storming of Israel's embassy and protests in Cairo over the weekend. Inflation, meanwhile, eased in August to 8.5 percent on a slower increase in food prices.

The Egyptian Exchange's EGX30 index closed almost 1.2 weaker, at 4,698 points the first day of the trading week. The index's year-to-date losses are at about 34 percent.

"To be honest, we were expecting a lot worse than this ? maybe a fall of 3 to 4 percent," said Khaled Naga, a senior broker with Mega Investments. "Even so, I'm not recommending anyone buy at this time. ... There could still be a lot of problems cropping up this week."

But in a measure of good news, the government's statistical arm announced Saturday that annual urban inflation had dropped to 8.5 percent in August, from 10.4 percent in July. The decline came as food inflation, which accounts for over 40 percent of the consumer price index, increased at a slower pace in the month ? 12.2 percent compared with 16.7 percent the prior month.

Food inflation, in particular, was seen as one of the factors that fueled Egyptians' frustrations ahead of the Jan. 25 revolution, and a decline in that key figure could help ease some of the economic pressure the country's more than 80 million citizens feel daily.

In addition, Suez Canal revenues, a key source of foreign income for the government, climbed to $472.9 million in August, gaining 7.9 percent on the same month in 2010 and hitting a roughly three-year high, government figures showed.

Analysts warned that Egypt still faced major pressures in trying to retrench and rebuild its economy, which recorded GDP growth of 1.8 percent in the 2010-2011 fiscal year. Before the Jan. 25 uprising, economic growth had been projected at nearly 6 percent.

London-based Capital Economics, which is forecasting that GDP will contract by 1 percent in the current fiscal year, said in a recent research note that given the current global economic climate, "it is too early to expect a rapid recovery."

In a reflection of the difficulty Egyptian officials have faced, the country's net international reserves have slipped to slightly more than $25 billion, roughly $11 billion below their December 2010 levels. The slide, in part, is linked to efforts to support the Egyptian currency.

The storming of the Israeli Embassy over the weekend was the most serious challenge to relations between the two countries since the signing of their peace treaty in 1979. An angry mob, for hours, laid siege to the embassy, trapping six Israeli guards in a safe room before they were rescued by Egyptian commandoes.

The incident at the Israeli Embassy spoke not only to the anger over the shooting death of six Egyptian soldiers along the country's border with Israel last month, but also the hostility toward the Jewish state many feel in the country despite the peace agreement. The soldiers were killed as Israeli troops pursued militants who had launched an attack inside Israel that killed eight Israelis.

It also reflected the pressures and challenges confronting Egypt's military rulers, who are balancing often opposing ends of placating an irate Egyptian populace after Mubarak's ouster and pushing the country toward an elected civilian leadership.

The 18-day uprising that began in late January opened the floodgates to decades of pent up resentment over a widening income disparity, shoddy salaries, poor social and educational systems and the general sense in the Arab world's most populous country that opportunities were something that came through nepotism and cronyism versus skills and perseverance.

The continuing mass protests have battered Egypt's economy, undercutting vital tourism revenue and crimping foreign direct investment.

In a reversal of an earlier decision that would likely have done little to spur tourism, the government froze a ruling requiring tourists and other visitors to apply for visas before arrival in the country, the official MENA news agency reported, citing the deputy tourism minister.

Avoid getting skimmed by ATM scammers

Seth Rabinowitz recalls the time he used his HSBC ATM card on a Sunday afternoon in S?o Paulo, Brazil, at an ATM outside a bank that seemed closed, because it was after regular hours. "It rejected my PIN and spit out the card. I tried again. Same thing. The next day, I used a different card at a different ATM to get some cash, thinking the first ATM card I used the day before would then be locked for faulty PIN entry and I'd call the bank later to unlock it ? it's a hassle to call customer service at certain banks from certain foreign countries ... doable, but a hassle with which one might tend to procrastinate," says Rabinowitz.

A couple of days went by; then, he checked his online statement. "I saw $8,000 deducted from my account in three days from ATM withdrawals," says Rabinowitz.

This was a couple of years ago and Rabinowitz says HSBC still is not able to tell him how the fraudsters were able to exceed his $800 daily ATM limit at all, let alone so drastically. After a week-long investigation, HSBC credited him for the $8,000.

"It turns out this ATM ? and the bank ? never open, and this ATM was set up just to collect the magnetic strip number and a PIN," says Rabinowitz, a lead consultant for Silicon Associates in Beverly Hills, Calif. "The fraudsters then create a new plastic card magnetized with an exact magnetic duplicate, and of course they've also recorded the PIN. They likely worked in the banking/ATM network, so they were able to get the funds out using the 'new' card fairly easily."

Stories like Rabinowitz's are not rare. ATM skimming is responsible for in excess of $1 billion in losses annually, says Robert Siciliano, a McAfee consultant and identity theft expert.

The problem is growing. "According to IBM's 2010 Trend and Risk Report, there has been a surge in skimming ? it occurred five times as much in 2010 than in 2009, and all indications are the trend is continuing in 2011," says Jeremy Miller, director of Kroll's Fraud Solutions practice.

Mechanics of a skim scam
Typically, skimming at an ATM occurs when a thief has installed a small, almost unnoticeable "skimmer" to the machine that can read the magnetic stripe on a card. Sometimes, the device is rigged to "capture" your card, holding onto it instead of just reading it, so that when you walk away to report the problem, the thief can simply step up and take it. To obtain your PIN, thieves use a number of ingenious techniques: cameras to record you punching it in, devices installed in the pad that record your keystrokes, and the tried-and-true "shoulder surfer" method, explains Miller.

Nor is skimming a problem restricted to ATMs: Thieves can rig any device that is meant to read a card with a magnetic stripe, targeting gas stations, checkout lines grocery stores, restaurants, etc. Sometimes, it is the employee that skims cards, although last year saw a surge in point-of-service skimming incidents that couldn't be traced back to any employee or insider, says Miller.

Skimming today is far more sophisticated than in the past. "Skimmers can include Bluetooth and texting technology that send the data to the criminal anywhere. Keypads can be compromised by devices that overlay the exiting pad and transfer the data remotely," says Siciliano.

There are many ways to get duped, he warns. With "ghost ATMs," a card reader is blocked off and replaced with hardware that supersedes the machine and records all your data without allowing a transaction.

Then there are "dummy ATMs." In some cases an ATM is bought on eBay or elsewhere, and installed anywhere there is foot traffic. The machine is set up for one purpose ? to read data. The machine might be powered by car batteries or plugged into the nearest outlet, says Siciliano.

There are also some decidedly low-tech skimming techniques. "A criminal might decide to steal either an ATM or POS terminal. Cash can be pulled from the ATMs, but both types of machines could store card numbers if misconfigured. A stolen machine is also valuable in order to learn about weaknesses or ways to physically attack it," explains Charles Robertson, a researcher and analytics specialist at high-tech security company Verafin.

With so many means of attack, there is a glut of card information on the market. Lazy criminals can simply buy card data, starting at $1 or less. Quality costs extra, but in the underground marketplace, there are products for everyone, says Robertson.

How to protect yourself
With so many tricks out there, how can you stay a step ahead of the bad guys?

First and foremost, pay attention to your statements, and check your account every two weeks, says Siciliano. In addition to monitoring your statements, you can also sign up for alerts that will tip you off when certain types of transactions occur.

Raise your awareness about everything when you go to an ATM. "Look for red flags, anything out of place ? your card sticks, odd looking configurations on the ATM, wires, two-sided tape," says Siciliano. Use strong PINs ? mixing uppercase and lowercase, alphabetic and numeric ? online, and when possible, for telephone banking.

Privately owned ATM's are the highest risk because skimming devices can easily be added to the inside of the ATM by its owner. And if an ATM is in an obscure place, it can more easily be tampered with, says Michael Gier, host of the Web TV show at www.ProtectYourself.tv.

Even bank ATM's are at risk because crooks can add fake card readers over the real card-entry slot, says Gier. However, such ATMS are checked more often by branch employees who would notice anything unusual, like a change in the appearance of the PIN pad or something inserted in the magnetic stripe reader, says Suzanne Lynch, assistant professor of criminal justice and director economic crime management program at Utica College in New York.

Look at the face of the ATM. If you see anything suspicious, such as a card reader that is loose or a different color than the rest of the ATM, or that looks as if it was added later because it covers part of the machine that includes text or the logo, do not use the machine, says Miller.

He also advises covering the PIN pad with your hand while entering your number to block cameras that can capture a PIN.

A cautious approach
The Better Business Bureau offers a few tips too. "Inspect the ATM. Avoid using ATMs in poorly lit or low trafficked areas. Look for new or suspiciously placed cameras and unusual signage. Don't hesitate to walk away and use another ATM if something appears out of the ordinary. Protect your PIN. When entering your PIN, cover the keypad with your other hand to protect your private information from any cameras in the vicinity. FICO also recommends you periodically change your PIN," it advises.

The ATM Industry Association has much to say on this topic: "Be especially cautious when strangers offer to help you at an ATM, even if your card is stuck or you are experiencing difficulty with the transaction. You should not allow anyone to distract you while you are at the ATM. Check that other individuals in the queue keep an acceptable distance from you. Be on the look-out for individuals who might be watching you enter your PIN. Follow the instructions on the display screen, e.g., do not key in your PIN until the ATM requests you to do so. Do not be in a hurry during the transaction, and carefully secure your card & cash in your wallet, handbag or pocket before leaving the ATM."

Gier keeps it simple, "The best option when possible is to not use ATMs."

Rabinowitz's $8,000 adventure changed his behavior permanently. "I do a couple of things differently," he says. "I am irritated that PIN pads have minimal physical shielding (the tiny 2-inch walls that surround the keypad) if any, and I'm more sensitive to that now. I always take my free hand and place it directly above my typing fingers where I am typing in my PIN. Otherwise, it's possible a security camera could record you putting in your PIN, and obviously a thief can recognize the pattern from the video."

He avoids going to standalone ATMs in stores, especially convenience stores. He uses his credit card whenever possible, even for small transactions.

"I still have confidence going to an ATM though, that's actually attached to a branch of a bank, physically, as long as it's in the U.S.," says Rabinowitz, "but I try to avoid needing cash off hours and would rather take the opportunity to interact with one of my banks during normal business hours anyway. I go much less frequently to any ATM."

(AP) ? A blackout that swept across parts of the Southwest and Mexico apparently began with a single utility worker and a minor repair job.

How it then rippled from that worker in the Arizona desert, to southern California and across the border, plunging millions of people into darkness, has authorities and experts puzzled, especially since the power grid is built to withstand such mishaps.

However it spread, Thursday's outage was a reminder that the nation's transmission lines remain all too vulnerable to cascading power failures.

"There are a lot of critical pieces of equipment on the system and we have less defense than we think," said Rich Sedano at the Regulatory Assistance Project, a utility industry think tank based in Montpelier, Vt.

There have been several similar failures in recent years. In 2003, a blackout knocked out power to 50 million people in the Midwest and the Northeast. And in 2005, a major outage struck the Los Angeles metropolitan area.

That same year, Congress required utilities to comply with federal reliability standards for the electricity grid, instead of self-regulation. Layers of safeguards and backups were intended to isolate problems and make sure the power keeps flowing.

But that didn't happen on Thursday.

The Arizona Public Service Co. worker was switching out a capacitor, which controls voltage levels, outside Yuma, Ariz., near the California border. Shortly after, a section of a major regional power line failed, eventually spreading trouble further down in California and later Mexico, officials said.

And the lights began to go out in a border region of roughly 6 million people.

The outage knocked out traffic lights, causing gridlock on the roads in the San Diego area. Two reactors at a nuclear power plant up the California coast went offline after losing electricity. More than 2 million gallons of sewage spilled into the water off San Diego, closing beaches in the nation's eighth-largest city.

Many had to spend the night, on both sides of the U.S-Mexico border, struggling to fall asleep in the high temperatures.

Federal and state investigators are trying to determine what caused the blackout and how future problems can be prevented. If regulatory violations are found, the government could issue fines of up to $1 million per day for every violation, officials said.

Among the questions they will be asking is why the safeguards to keep power flowing appeared to work, at least at first. There was a roughly 10-minute gap between the time the power line failed and customers lost electricity, said Daniel Froetscher, vice president of energy delivery for Phoenix-based APS.

The line has been "solid, reliable" with no history of problems, Froetscher said.

San Diego Gas & Electric Co. should have isolated the problem by shutting down the 500-kilovolt Southwest Powerlink as it did during 2007 wildfires, said Michael Shames, executive director of the advocacy group, Utility Consumers' Action Network.

"If a fire breaks out in the kitchen, the first thing you do is shut the door to the kitchen to stop it from spreading," he said.

He also questioned why the San Onofre nuclear power plant was forced to shut down, and why other back-up energy didn't kick in.

Shames said blaming the Arizona utility worker would be like overlooking the role of wooden buildings and inadequate firefighting protection in Chicago's 1871 fire.

"It's sort of like saying the main reason for the Great Chicago Fire was the cow. The cow started the fire by kicking over the lantern but that's not what caused it," he said.

Michael Niggli, SDG&E's president and chief operating officer, said the company had no time to shut down the line because it had no warning.

Niggli said automatic circuit-breakers at San Onofre prevented the blackout from spreading to Southern California Edison, which serves 14 million people in the Los Angeles area.

At a news conference Friday, Niggli compared the power grid to a quiet pond. "When somebody throws a rock in there, it causes ripples. Depending on how big that rock is, those ripples are going to affect everyone that's in that pond," he said.

Experts say the problem could have been made worse by the way power flows into California.

California imports huge amounts of power from Arizona and other states. When the voltage fluctuations caused the San Onofre nuclear station to shut down to protect itself, it deprived the grid of a huge source of California-generated power.

Normally, a loss of that power would result in more flowing from Arizona.

But that power was already off line, depriving the region of power.

In some ways, the nation's power grid is not very different than it was when it was first being laid out more than a century ago. It takes power from generating stations, adapts it for use at homes and businesses and moves it where it is needed.

The grid is also extraordinarily complex because of the nature and speed of the flow of electricity.

Electricity, like water, flows in the direction of least resistance. If one path is blocked, lots of electricity can suddenly flow to a line or piece of equipment that is designed to handle only a trickle.

Electricity flows extremely fast. A problem in one location can impact a piece of equipment hundreds of miles away almost instantaneously. It's so complex that planners and engineers can't accurately model how it will behave, especially when things go wrong.

Utilities, grid operators and regulators struggle with how much protection to build into the system without over-spending and cutting into profits, raise customer rates too high, or both.

A capacitor failure could cause voltage fluctuations that could destabilize a system, but experts say a single capacitor outage in normal circumstances should never trigger an outage as massive as Thursday's, which was echoed by the Arizona company.

"These things happen every day and no one notices them because the system responds. In this case, it didn't," said Vikram Budhraja, president of Electric Power Group, a consulting firm based in Pasadena, Calif.

(AP) ? Al-Qaida may have sent American terrorists or men carrying U.S. travel documents to launch an attack on Washington or New York to coincide with memorials marking the 10th anniversary of 9/11, government officials say.

One U.S. official says al-Qaida dispatched three men, at least two of whom could be U.S. citizens, to detonate a car bomb in one of the cities. Should that mission prove impossible, the attackers have been told to simply cause as much destruction as they can.

Word that al-Qaida had ordered the mission reached U.S. officials midweek. A CIA informant who has proved reliable in the past approached intelligence officials overseas to say that the men had been ordered by newly minted al-Qaida leader Ayman al Zawahri to mark the 10th anniversary of the 9/11 attacks Sunday by doing harm on U.S. soil.

The tipster says the would-be attackers are of Arab descent and may speak Arabic as well as English. Counterterrorism officials were looking for certain names associated with the threat, but it was unclear whether the names were real or fake.

Counterterrorism officials have been working around the clock to determine whether the threat is accurate, but so far, have been unable to corroborate it, the officials said, speaking on condition of anonymity to discuss the investigation.

In the meantime, extra security was put in place to protect the people in the two cities that took the brunt of the jetliner attacks that killed nearly 3,000 people at the World Trade Center and the Pentagon a decade ago. It was the worst terror assault in the nation's history, and al-Qaida has long dreamed of striking again to mark the anniversary. But it could be weeks before the intelligence community can say whether this particular threat is real.

Undaunted by talk of a new terror threat, New Yorkers and Washingtonians wove among police armed with assault rifles and waited with varying degrees of patience at security checkpoints Friday.

Security worker Eric Martinez wore a pin depicting the twin towers on his lapel as he headed to work in lower Manhattan where he also worked 10 years ago when the towers came down. "If you're going to be afraid, you're just going to stay home," he said.

Mayor Michael Bloomberg, too, made a point of taking the subway to City Hall.

Briefed on the threat Friday morning, President Barack Obama instructed his security team to take "all necessary precautions," the White House said. Obama still planned to travel to New York on Sunday to mark the 10th anniversary with stops that day at the Pentagon and Shanksville, Pa.

Washington commuters were well aware of the terror talk.

Cheryl Francis, of Chantilly, Va., said she travels over the Roosevelt bridge into Washington every day and doesn't plan to change her habits. Francis, who was in Washington on Sept. 11, 2001, said a decade later the country is more aware and alert.

"It's almost like sleeping with one eye open," she said, but she added that people need to continue living their lives.

The intelligence community regularly receives tips and information of this nature. But the timing of this particular threat had officials especially concerned, because it was the first "active plot" that came to light as the country marked the significant anniversary, a moment that was also significant to al-Qaida, according to information gleaned in May from Osama bin Laden's compound.

The U.S. government has long known that terrorists see the 10th anniversary of 9/11 and other uniquely American dates as opportunities to strike. Officials have also been concerned that some may see this anniversary as an opportunity to avenge bin Laden's death.

Britain, meanwhile, warned its citizens who are traveling to the U.S. that there was a potential for new terror attacks that could include "places frequented by expatriates and foreign travelers."

Acutely aware of these factors, law enforcement around the country had already increased security measures at airports, nuclear plants, train stations and more in the weeks leading up to Sept. 11. The latest threat, potentially targeting New York or Washington, prompted an even greater security surge in those cities. U.S. embassies and consulates abroad had also boosted their vigilance in preparation for the anniversary.

At Penn Station in New York, transit authority police carried assault rifles and wore helmets and bullet proof vests as they watched crowds of commuters. Police searched passengers' bags as they entered the subway, and National Guard troops in camouflage fatigues moved among riders, eyeing packages.

In Washington, Police Chief Cathy Lanier warned that unattended cars parked in suspicious locations or near critical buildings and structures would be towed.

Speaking in New York, Secretary of State Hillary Clinton said there was "a specific, credible but unconfirmed report that al-Qaida, again, is seeking to harm Americans and in particular, to target New York and Washington."

Chery unveils new CKD SUVs in Malaysia | automotive news

Chery Alado, a joint venture found by China?s automobile company Chery and Malaysian partners, unveiled its new CKD (Completed Knocked Down) sports utility vehicles (SUV) on Tuesday. The newly unveiled CKD cars were TIGGO SUV 2.0L Automatic and 1.6L Manual, the fourth model introduced into Malaysia by Chery.
The Chinese auto maker earlier has introduced into Malaysia three models ? EASTAR MPV CKD, TIGGO SUV CBU (Completely Built Up) and A530 CBU, said Zhou Bi Ren, head of Chery International and Vice President of Chery Automobile.
Cheif Executive Officer of Chery Alado Automobile Sdn Bhd Meng Tao described that the latest 2.0AT TIGGO SUV as a modern, safe and easy-driving city car with advanced technology and complete configuration.
Meng said that the company would continue to introduce new models into Malaysia?s market to strengthen the cooperation between China and Malaysia in economy and trade, while constantly contributing to the local automobile industry.
The Chery TIGGO SUV has improved fuel-saving 2.0-liter ACTECO engine and its chasis was designed by Lotus from Britain.
The new car also offered innovative features such as leather seat, dual airbag, cruise control and rear fog lamp to increase driving pleasure and safety performance.
In addition, Chery Alado said that it would bring the TIGGO SUV bullet-proof model into the Malaysian automobile market in the near future.
The company believed that the bullet-proof model has market potential in Malaysia as it has been used to ensure the security and safety of key VVIPs and personnel during the 2008 Beijing Olympics.
Chery Alado Holdings Sdn Bhd was established in May 2008 through a partnership between Chery Automobile Co., Ltd, and Alado Corporation Sdn Bhd to assemble and distribute Chery cars in Completely Built Up (CBU) and Completely Knocked Down (CKD).
This strategic decision strongly reflects Chery?s confidence in the long-term better future of Malaysia and also is the first step in their mission to make Malaysia a regional automotive manufacturing hub, the company said.
