Creative Chaos HR: Loren Rosario-Maldonado - The HR Interview

I've been fortunate enough to connect with great Human Resources professionals around the world. And as I learn more about them and their career path, I've come to admire a few of them for their attitude toward life, both professionally and personally. Loren Rosario-Maldonado is one of these people. Read the interview below to get a sense of why I've chosen to make such a statement. Who are you and what do you do?

Loren Rosario-Maldonado, Business Concierge. I provide Business and HR concierge services to small to?mid-size businesses across the globe.

How do you help your clients reach their strategic objectives?

I help my clients achieve their strategic results by being an extension or replacement of their HR Department. What I have found that the services that I provide always exceed what they are expecting.

How do you scale your operations to satisfy a client?s service needs?

I scale the operations by utilizing sub-contractor resources according to the project needs. Some projects are straight forward and don't require outsourced resources. However, major projects (projects over 3 months) do require outsourced resources.

What prompted you to create a business focus around the topic of work/life balance?

What I did realize was that after 15 years in an extraordinary career I reached an unprecedented executive level that most HR professionals only dream of. However, I wanted to make an impact in a different way. I wanted to change my lifestyle around the priorities in my life:

  1. God
  2. Family
  3. Business
Being in a corporate environment was not going to allow me to do that. This is the new economy now and we do business very differently. Most HR departments are not prepared to business in a different way because they lack the resources they need in order to do deliver. That is where I come in. I help fill the gap between where they are and where they want to be through the development of streamlined and automated systems and strategies.?

What?s your top 3 business concerns at this moment?

We don't have concerns we have focus areas! This is true; our services are geared towards exceeding expectations. In order to do that, we have to focus on the following:

  1. Quality of the services we provide - Let?s face it, customer service has gone out the window and very few companies today make this their #1 priority. This is what makes us different. We have to be 10 steps ahead of the client and to do that we have to focus on our service and the resources required to provide it.
  2. Sustainable growth - The business arena is growing more complex every day. The last thing that an executive wants to worry about is their inefficient HR processes. This is where we come in. MOST yes, MOST, HR processes are out of date, costly and not aligned with the organizational strategy. In fact, this is one of the places where companies bleed the most money. We help businesses leverage technology in order to meet and exceed their operational needs and make HR profitable.
  3. Branding Strategy - Our branding strategy is very important because we have to be as disruptive as possible. Without a quality branding strategy, this is impossible.

What is the #1 misconception people have about your role or Human Resources in general?

That we don't know THE business. What ever the industry you are in, you MUST know your business inside and out. What drives it, what is trending, what is the forecast? Without this knowledge, you can't deliver no matter how many resources you have. Without this knowledge, you can't apply HR strategies correctly. Every non-HR professional I speak to (across all levels of management) concur.

How do you overcome that?

Commit to Kaizen. Continuously develop your knowledge of both the business you are in and the HR strategies that will help YOU individual company succeed.

Where is the Human Resources profession headed? How do you feel about that?

HR professionals are at a crossroads and I strongly believe that we have been stuck for quite some time now. The business world is progressing faster than ever while legislation is impacting that progress each day. HR professionals have to be savvy and develop their skills accordingly so that they stay relevant at all times. Automate redundant administrative processes and implement the ones that will help you be MOST strategic to YOUR organization.

How did we meet?

We met through HR Nation, an HR networking group based in NYC. While we have never personally met, I was invited to join the group via Terry Thomas, a former colleague of mine from NYC.

You were a part of Project: Social HR, a multi-contributor blog and mentoring program. You wrote 2 blog posts describing the frustrations of, as well as opportunities for, job seekers. What inspired you to write it?

At the time, I was "in transition" as HR folks like to call it. I felt that it was an opportunity to write about how backwards some of the things job seekers go through that no one talks about. That process also helped me find my voice in a very noisy world. I took the time to really understand what I wanted to do with my life and turn what most see as a misfortune into great fortune - Wisdom!!!

What are some of the ways in which you keep up with current business or HR related news and info?

Webinars, articles, seminars, informal networks. I am naturally curious. I am constantly reading articles, attending seminars and webinars, and local conferences. the most beneficial method has been networking with other HR professionals and business executives. My network consists of attorneys, brokers, law enforcement, HR sales reps, and consultants who provide a wealth of information to me at all times. When in doubt, I call one of them to help clarify things for me.

How will the US Presidential election impact your business?

It will definitely impact the way we do business by increasing the complexity of what we do therefore driving revenue through the increase of retainers.

What?s the next challenge for you, professionally speaking?

My next challenge is growing my consulting group into an international endeavor. I am happy to say that we are not only national but international as well which is a MAJOR accomplishment for us. Remaining as the Business and HR Concierge Service of choice it key for us.

America's future workers could benefit from improving a certain math skill in preschool

COLUMBIA, Mo. -- One in five adults in the United States lacks the math competency expected of an eighth grader, according to the United States Center for Educational Statistics. University of Missouri researchers identified how a lack of a specific math skill in first grade correlated to lower scores on a seventh grade math test used to determine employability and wages in adults. Intervention programs designed to overcome this early math deficiency could prepare students for later employment, help them make wiser economic choices and improve the future U.S. workforce.

"Our study made a connection between child psychology and labor economics in order to examine the roots of America's shortage of mathematically proficient workers," said lead author David Geary, professor of psychological sciences at University of Missouri. "We isolated a specific skill that has real world importance in employability and observed how that skill related to grade-school mathematical performance. By identifying a specific numerical skill as a target, we can focus education efforts on helping deficient students as early as kindergarten and thereby give them a better chance at career success in adulthood."

The particular math skill Geary identified, "number system knowledge," is the ability to conceptualize a numeral as a symbol for a quantity and understand systematic relationships between numbers. In Geary's research, having this knowledge at the beginning of first grade predicted better functional mathematical ability in adolescence. On the other hand, skill at solving math problems by counting didn't correlate to later ability. Students who started behind in counting ability were able to catch up, whereas students who were behind in number system knowledge stayed behind their peers.

"An early deficit in number system knowledge creates a weak foundation for later learning," said Geary. "That weak foundation can lead to a lifetime of problems, not limited to reduced employment opportunities. Poor understanding of mathematical concepts can make a person easy prey for predatory lenders. Numerical literacy, or numeracy, also helps with saving for big purchases and managing mortgages and credit card debt."

Geary's study involved 180 13-year-olds who had been assessed every year since kindergarten for intelligence, memory, mathematical cognition, attention span and achievement. All of these factors were controlled for in the analysis of scores on the employability tests administered in seventh grade. Demographic differences also were accounted for along with other factors.

The study, "Adolescents' Functional Numeracy is Predicted by Their School Entry Number System Knowledge," was published in the journal PLOS ONE. Mary Hoard and Lara Nugent, who are both senior research specialists at MU, were co-authors along with Drew Bailey, MU doctoral graduate and now postdoctoral fellow at Carnegie Mellon University. Geary is Curators' Professor and a Thomas Jefferson Fellow in the Department of Psychological Sciences in MU's College of Arts and Science.

'Super' enzyme protects against dangers of oxygen

Just like a comic book super hero, you could say that the enzyme superoxide dismutase (SOD1) has a secret identity. Since its discovery in 1969, scientists believed SOD1's only role was to protect living cells against damage from free radicals. Now, researchers at the Johns Hopkins Bloomberg School of Public Health have discovered that SOD1 protects cells by regulating cell energy and metabolism. The results of their research were published January 17, 2013, in the journal Cell.

Transforming oxygen to energy for growth is key to life for all living cells, which happens either through respiration or fermentation. When oxygen is plentiful, respiration normally takes over; however certain cells fail to respire in spite of abundant oxygen and instead ferment, leading to uncontrolled cell growth?a hallmark of cancer.

Using the baker's yeast S. cerevisiae as well as a human cell line, researchers Valeria C. Culotta, PhD, and colleague Amit Reddi from the Department of Biochemistry and Molecular Biology determined that SOD1 transmits signals from oxygen and glucose to repress respiration. This signaling is accomplished through SOD1 protection of another enzyme known as casein kinase 1-gamma (CK1?), which is an important key to the switch between respiration and fermentation.

"SOD enzymes are present in virtually all living cells, from the most ancient bacteria to every cell in the human body," explained Culotta. "I've been telling my students to think of SOD1 as a superhero. It not only defends cells from damaging free radicals, but also has a secret life as a guardian of cell energy and metabolism."

"Our findings provide new clues as to how rapidly dividing cells?from yeast to human cancers?may escape the urge to respire and instead choose fermentation to promote rapid growth," said Culotta.

"SOD1 has long been recognized as an important enzyme in protection from oxidative stress, but this work establishes an important new function for the enzyme in cellular metabolism," said Vernon Anderson, PhD, of the National Institutes of Health's National Institute of General Medical Sciences, which partly funded the study. "The results provide important insight into how SOD1 and oxygen radicals push cellular energy metabolism towards fermentation, a feature of some disease states, including cancer."

Cut losses or face new laws, MPs tell football clubs

LONDON (Reuters) - New laws should be introduced to force football clubs to clean up their finances unless they adopt European rules to curb spending, a group of MPs said on Tuesday.

The call adds to pressure on the 20-team Premier League to implement Financial Fair Play (FFP) measures which European football's governing body UEFA has already introduced for leading teams across the continent.

New television contracts are expected to generate more than five billion pounds over the next three years for the Premier League, the world's richest in term of revenue.

However, clubs often struggle to translate cash into profit because as much as 70 percent of their income is paid out in wages.

A report into football governance from Parliament's Culture, Media and Sport Committee did not expect that trend to change.

"We see little evidence that clubs will spend significant amounts of the funding available from the latest broadcasting rights settlement on increasing their sustainability rather than on players' salaries and transfers," it said.

Raising concerns over debt levels in English football, it called on the Premier League to follow the example of the second-tier Championship and adopt FFP rules to rein in losses.

"If they are not enforced, then we consider that legislation will be required to impose some financial discipline on clubs," the report added.

REFORM OF FA SOUGHT

The committee, comprising MPs from the three main political parties, criticised what it called a "disappointing" response to its initial inquiry into how the game is run.

It stepped up its calls for reform of the Football Association (FA), English soccer's governing body, to reduce the influence of the Premier League. Legislation should be introduced to shake up the FA if there was no progress within a year, it added.

Although the report is not binding, sports minister Hugh Robertson welcomed its findings.

"We have been clear that we want the football authorities to carry out the reforms they promised by the start of the 2013-14 season - most notably around improved governance and diverse representation at the FA, the development of a licensing system and greater financial transparency," Robertson said.

"If football does not deliver then we will look at bringing forward legislation," he added.

The FA, Premier League and Football League said they were continuing to work towards final approval and implementation of the reform proposals.

"Significant headway has already been made on many of these proposed reforms, not least on sustainability and transparency," the organisations said in a joint statement.

"The remaining reform proposals are the subject of consultation within the game and we are confident that the necessary progress will be made."

UEFA'S FFP rules pose a challenge for English clubs funded by wealthy benefactors such as Russian Roman Abramovich at Chelsea and Abu Dhabi's Sheikh Mansour Bin Zayed Al Nahyan at Premier League champions Manchester City.

Premier League clubs are due to discuss FFP at a meeting early next month, mindful of the need to ensure that the latest television windfall is not squandered.

Arsenal, Manchester United, Liverpool and Tottenham have all argued for the wholesale adoption of the UEFA model, saying that the top teams in the Premier League have no alternative.

Others are more resistant to a system that they argue would prevent a smaller club from challenging the elite.

A number of British football clubs have failed financially in recent years but have been able to relaunch with new backers.

Rangers, Scottish champions a record 54 times, collapsed under a pile of debt last year. The Glasgow club was salvaged by new owners but has been consigned to restart from the fourth tier of the Scottish game.

When Alexis Korenosky had to do a project for her Gifted And Talented Education class to raise money for an organization, the decision was easy.

?I was thinking of my Pap and I wanted to do something to make a difference and that was important to me,? the Elizabeth Forward sixth-grader said. ?My Pap died of pancreatic cancer so I wanted to raise money for that.?

She first thought of having a walk-a-thon but her gym teacher suggested a dance-a-thon, which is what she did but with a twist ? it was a Wii dance-a-thon.

The Nov. 12 ?Dance for Pancreatic Cancer? also had a Chinese auction and bake sale.

?It was pretty hard to put together,? she said of the project. ?I was worried at first that no one would come, but we had so many people. I couldn?t believe it.?

Her hard work paid off and last week she presented a check for $609 to Don Furko, affiliate coordinator for the Pittsburgh Affiliate of the Pancreatic Cancer Action Network.

Middle school principal Mike Routh was impressed with Alexis? project.

?I really never saw kids have such a great time. Some kids you wouldn?t think would take part in something like that did. It was an awesome event and we need to do more things like that,? Routh said.

Gifted support teacher Lois Leggett said she encourages the students to devise a business plan for a project. ?This really meant something to Alexis and it showed in what all she did.?

Janice Korenosky said she is proud of her daughter.

?She was very close to my dad, who died of pancreatic cancer three years ago in February,? Janice Korenosky said. ?This was very important to her and she really did a lot of work. I think this really helped our family because we were able to do something to raise more awareness of pancreatic cancer.?

Janice Korenosky said her father was never sick. He was diagnosed with diabetes first then he became jaundiced and that?s when doctors discovered the cancer. ?He lived for a year after he was diagnosed. He was 71 when he died,? she said.

Furko said his father also died of pancreatic cancer ? 55 days after being diagnosed and not long after being diagnosed with diabetes.

?My dad was always about 205 pounds but he experienced severe weight loss that could not be explained. The cancer wasn?t diagnosed until he experienced pain,? Furko said.

Citing how deadly pancreatic cancer is, Furko said the survival rate five years after diagnosis is 6 percent, the lowest of all cancers. The first-year survival rate is 25 percent.

This year, he said, 44,000 people will be diagnosed with pancreatic cancer and 37,000 will die.

?The number that will die of this cancer this year is about how many people will fit in PNC Park,? Furko said. ?We hope to double the survival rate by 2020.?

Bloody turmoil erupts in Egypt over death sentences

PORT SAID, Egypt/CAIRO (Reuters) - At least 22 people died on Saturday when Egyptians rampaged in protest at the sentencing of 21 people to death over a soccer stadium disaster, adding to bloody street turmoil confronting Islamist President Mohamed Mursi.

Armored vehicles and military police fanned through the streets of Port Said after the violence. The state news agency quoted a general as saying the military aimed to "establish calm and stability in Port Said and to protect public institutions".

The unrest began with nationwide rallies on Friday to mark the second anniversary of the overthrow of autocrat Hosni Mubarak, a democratic uprising that protesters now accuse Mursi of betraying by ramming through an Islamist-hued constitution.

While anniversary-related violence subsided, a new flare-up hit Port Said after a court sentenced 21 men to die for involvement in the deaths of 74 people after a local soccer match on February 1, 2012, many of them fans of the visiting team.

Residents ran wildly through the streets of Port Said in rage that men from their city had been blamed for the stadium disaster, and gunshots were reported near the prison where most of the defendants were being held.

State television, citing the Health Ministry, said 22 people were killed and more than 200 wounded. Security sources said at least two of the dead were policemen.

A witness said some men stormed a police station in Port Said, where protesters lit tires in the street, sending black smoke funneling into the air.

At least nine people were killed in clashes with police on Friday, mainly in the port of Suez where the army has also deployed. Hundreds were injured as police rained down tear gas on protesters armed with stones and some with petrol bombs.

The schism between Islamists and secular Egyptians is hurting efforts by Mursi, freely elected in June, to revive an economy in crisis and reverse a slide in Egypt's currency.

The political strife and lack of security that has blighted the Arab world's most populous country over much of the post-Mubarak era is casting a chilling shadow over a parliamentary election expected to start in April.

Highlighting tensions, the opposition National Salvation Front coalition called for a government of national unity and an early presidential vote among other demands. It said it would call for more protests next Friday and could boycott the parliamentary election if its demands are not met.

Mursi's opponents say he has failed to deliver on economic pledges or be a president representing the full political and communal diversity of Egyptians, as he pledged.

His supporters say his critics do not respect the democracy that has given Egypt its first freely elected leader.

VICTIMS' RELATIVES CHEER

At the Port Said soccer stadium a year ago, many spectators were crushed and witnesses saw some thrown off balconies after the match between Cairo's Al Ahly and local team al-Masri.

Families of victims in court cheered and wept for joy when Judge Sobhy Abdel Maguid read a list of 21 names "referred to the Mufti", a phrase used to denote execution, as all death sentences must be reviewed by Egypt's top religious authority.

A total of 73 people have been standing trial. Other rulings will be issued on March 9, the judge said.

One relative in the court shouted: "God is greatest." Outside the Al Ahly club in Cairo, fans also cheered. They had threatened more violence unless the death penalty was meted out.

Thousands took to the streets of Cairo, Alexandria and other cities on Friday to protest against what they call the authoritarianism of Mursi's rule. Protesters in Cairo were again hurling stones at police lines in Cairo on Saturday.

"We want to change the president and the government. We are tired of this regime. Nothing has changed," said Mahmoud Suleiman, 22, in Cairo's Tahrir Square, the cauldron of the 2011 anti-Mubarak revolt and near where youths stoned police.

"PURSUING CRIMINALS"

Ahmed Salama, 28, a protester camped out with dozens of others in Tahrir, said: "The protests will continue until we realize all the demands of the revolution - bread, freedom and social justice."

In a statement in response to Friday's violence, Mursi said the state would not hesitate in "pursuing the criminals and delivering them to justice". He urged Egyptians to respect the principles of the revolution by expressing views peacefully.

The president met on Saturday with the National Defence Council, which includes senior ministers and security officials, to discuss the spate of violence.

In a televised statement, the National Salvation Front said it was holding Mursi responsible.

The Front was formed from disparate groups last year when Mursi awarded himself extra powers and fast-tracked an Islamist-flavored constitution to a referendum, opposed by the Front although the document was passed in the popular vote.

"Egypt will not regain its balance except by a political solution that is transparent and credible, by a government of national salvation to restore order and heal the economy and with a constitution for all Egyptians," prominent opposition politician Mohamed ElBaradei wrote on his Twitter account.

Until the Front was formed, the opposition had struggled to unite and their vote had been split at presidential and parliamentary polls, helping Islamists. The last parliament was dissolved based on court order, demanding a new vote this year.

Mustapha Kamal Al-Sayyid, a professor of political science at Cairo University, said the latest violence reflected the frustration of many liberal-minded Egyptians and others.

"The state of polarization between Islamists and others is most likely to continue and will have a very negative impact on the state's politics, security and economy," he said.

Inspired by the popular uprising in Tunisia, Egypt's revolution spurred further revolts across the Arab world. But the sense of common purpose among Egyptians two years ago has unraveled, triggering bloody street battles last month.

Texas, New Mexico tangle over water

ALBUQUERQUE ? The muddy Rio Grande isn't much to look at as it meanders through southern New Mexico to the Texas border, but its waters are a high-stakes prize in a new legal row unfolding between the neighboring states.

This month, Texas asked the U.S. Supreme Court to hear its complaint that New Mexico has been diverting water it is obligated to send downstream under the 75-year-old Rio Grande Compact.

By allowing its residents to sink nearby wells and pump water from the river, "New Mexico has changed the conditions that existed in 1938 when the compact was executed," the Texas complaint charges.

The dispute centers on the Rio Grande Project, a system of dams and canals that impounds water at the Elephant Butte and Caballo reservoirs in New Mexico and delivers it to farmers in southern New Mexico and West Texas. The compact among Colorado, New Mexico and Texas settled years of litigation by establishing a formula for allocating the river's water to various users.

"All we're trying to do is protect the project and its users," says Pat Gordon, Texas' representative on the Rio Grande Compact Commission. "There's been a lot of tension for a lot of years. It seems that it's gotten progressively worse."

For one thing, he says, more than 2,500 wells have been drilled below Elephant Butte since the compact was signed. The wells cause water to flow from the river into the adjoining underground aquifer, he says, reducing the amount of water available for the irrigation network.

Meanwhile, Gordon says, New Mexico has "taken a very aggressive stance regarding what water would belong to the project" in a federal lawsuit it brought against the U.S. Bureau of Reclamation, which operates the project.

That stance has "greatly affected the state of Texas and had an impact on the action Texas had to take," he says.

Sarah Bond, an assistant New Mexico attorney general, denied that her state had changed its interpretation of the accounting and delivery of water under the compact.

"We are in compact compliance," Bond said in emailed comments. Referring to Texas' request pending before the high court, she added, "We would not speculate on any 'true motives' for the Supreme Court action. It would appear they want more water delivered to them than their compact entitlement."

Southern New Mexico farmers have long turned to pumping groundwater under drought conditions, as has the nearby city of El Paso and others in Texas, Bond said. Those drawing water from the river have been found to have water rights that predate the Rio Grande Project, she said.

"None of the actions of New Mexico farmers or river pumpers have been in violation of the compact," she said.

Charles DuMars, a prominent water law specialist and former University of New Mexico law professor, says the dispute "has been brewing for a long time." For years, New Mexico did not regulate groundwater pumping below Elephant Butte and only stopped issuing new well permits in 1980, he says.

Though the wells may be depleting the river's flow, the compact only requires that New Mexico deliver a set amount of water into Elephant Butte Reservoir, DuMars says. As to what happens to the river between there and Texas, New Mexico's water law probably applies, not the compact, he says.

But Carlos Rubinstein, a member of the Texas Commission on Environmental Quality, contends that the Supreme Court should handle the dispute because the compact "is an agreement between states and it was approved by Congress."

Should the high court decide to step in, it would probably appoint a special master to take evidence, he says. Texas has prevailed in similar actions against New Mexico involving the Canadian and Pecos rivers, Rubinstein notes.

Water issues are taking on added urgency as hotter, drier conditions afflict Western states with their burgeoning urban populations. The Supreme Court agreed this month to hear another lawsuit from Texas over water ? by a water district against Oklahoma. At issue is whether the Tarrant Regional Water District in northeastern Texas can use water supplies in Oklahoma.

In New Mexico, years of drought have left Elephant Butte water levels perilously low, and the mountains in northern New Mexico and southern Colorado are seeing lower-than-normal snowpack. Flow in the Rio Grande near Santa Fe this spring is projected to be just 47% of the 1981-2010 average.

DuMars predicts the case will drag on for years. Meanwhile, he says, "it's really up to Mother Nature. If there is adequate snowpack for two or three years in a row and they can fill Elephant Butte, then it's OK. But all the injunctions in the Supreme Court are not going to create snow."

Exclusive: ECB rejects Irish bid on promissory note - sources

(Reuters) - The European Central Bank has rejected Ireland's preferred solution to a dispute over the cost of servicing money borrowed to rescue a failed bank, EU sources familiar with the talks said on Saturday.

Dublin wants to avoid having to pay 3.1 billion euros a year until 2023 to service a promissory note it issued to underwrite failed Anglo Irish Bank during a meltdown of the main Irish lenders after a real estate bubble burst in 2008.

Irish Finance Minister Michael Noonan had proposed converting the note into long-term government bonds that would be taken up by the Irish Central Bank with the intention of keeping the bonds in its portfolio for a long period.

The sources said the ECB's Governing Council discussed the plan for the first time at a meeting on Wednesday and Thursday and agreed that it amounted to "monetary financing" of the Irish government, banned under article 123 of the EU treaty.

"The ball is now back in the Irish court," one source involved in the deliberations said.

"This is an issue of principle. There is a real concern in the Governing Council because you can create precedents when you do things for one country. Then others may say 'why not for us?'," the source said.

"We must be sure the solution doesn't open a window in terms of monetary financing."

A spokesman for Ireland's finance department declined to comment. Officials from the central bank and government were not immediately available for comment.

Avoiding the hefty interest charge that kicks in with this year's payment would help reduce Ireland's budget deficit, still among the highest in Europe, by more than one percentage point, according to finance department estimates.

The source said everybody involved in Ireland, the European Commission, euro zone finance ministers and the ECB wanted to find a solution by the end of March, when the next payment is due.

Ireland had raised other ideas that were less problematic, he said, declining to go into detail.

Irish Prime Minister Enda Kenny told Reuters Insider television in an interview on Friday that getting relief on the promissory note was a crucial part of his country's path to returning to full market funding this year after its EU-IMF bailout program expires.

"We've made no secret of the fact that it's unfair. We are the only people who have had to put up with that," Kenny said, calling the talks with the ECB technical and complex.

The aim was to re-engineer, restructure the note and extend the maturity over a much longer period, he said.

Relations between Dublin and the European monetary authority have been tense since the ECB refused during the bailout negotiations to allow Ireland to make senior bondholders of Irish banks take a share of the losses incurred in the rescue.

Kenny said his government remained "confident that we'll have a deal concluded by the end of March when the next payment is due".

Another EU source said one of the outstanding issues was whether the ECB could accept the swapped Irish bonds as collateral in its refinancing operations.

Irish central bank governor Patrick Honohan, who represents Ireland on the ECB's board, described Dublin's proposal last week as a "novel" solution to reach a deal which would not take policymakers too far out of their comfort zone.

Honohan said a solution was not yet "done and dusted" but ministers have been far more confident with Finance Minister Michael Noonan repeating last week that a deal was likely, although he cautioned that significant outstanding matters could derail it.

Dublin postponed last year's 3.1 billion euro cash payment by issuing a 13-year bond and had floated the idea of replacing the rest of the payments with loans backed by euro zone bailout cash, but have concentrated their efforts on settling the issue with a long-term bond.

European Economic and Monetary Affairs Commissioner Olli Rehn told Reuters that euro zone governments were looking at ways to help Ireland back to full market access that could include extending the maturity of the bailout loans it received in late 2010 or possibly extending a precautionary credit line to Dublin from the euro zone's ESM rescue fund.

The latter option could open the way for the European Central Bank to buy short-term Irish bonds on the secondary market to help bring down its borrowing costs under the ECB's Outright Monetary Transactions policy.

However, a source familiar with ECB thinking said the Governing Council would rather hold its OMT weapon in reserve as a deterrent and not use it, noting that Irish borrowing costs had already fallen substantially and the spread over German 10-year bonds reflected market assessment of the credit risk.

He also said he did not expect Spain to request a precautionary credit line to trigger ECB intervention this year since its spread too had fallen to a level that reflected credit risk rather than any market premium due to a perceived risk of the euro zone breaking up or Spain exiting.

Thawing 'dry ice' drives groovy action on Mars

Jan. 25, 2013 ? Researchers using NASA's Mars Reconnaissance Orbiter see seasonal changes on far-northern Martian sand dunes caused by warming of a winter blanket of frozen carbon dioxide.

Earth has no naturally frozen carbon dioxide, though pieces of manufactured carbon-dioxide ice, called "dry ice," sublime directly from solid to gas on Earth, just as the vast blankets of dry ice do on Mars. A driving factor in the springtime changes where seasonal coverings of dry ice form on Mars is that thawing occurs at the underside of the ice sheet, where it is in contact with dark ground being warmed by early-spring sunshine through translucent ice. The trapped gas builds up pressure and breaks out in various ways.

Transient grooves form on dunes when gas trapped under the ice blanket finds an escape point and whooshes out, carrying out sand with it. The expelled sand forms dark fans or streaks on top of the ice layer at first, but this evidence disappears with the seasonal ice, and summer winds erase most of the grooves in the dunes before the next winter. The grooves are smaller features than the gullies that earlier research linked to carbon-dioxide sublimation on steeper dune slopes.

Similar activity has been documented and explained previously where seasonal sheets of frozen carbon dioxide form and thaw near Mars' south pole. Details of the different northern seasonal changes are newly reported in a set of three papers for the journal Icarus. The findings reinforce growing appreciation that Mars today, however different from its former self, is still a dynamic world, and however similar to Earth in some respects, displays some quite unearthly processes.

"It's an amazingly dynamic process," said Candice Hansen of the Planetary Science Institute, Tucson. She is lead author of the first of the three new reports. "We had this old paradigm that all the action on Mars was billions of years ago. Thanks to the ability to monitor changes with the Mars Reconnaissance Orbiter, one of the new paradigms is that Mars has many active processes today."

With three Martian years (six Earth years) of data in hand from the Mars Reconnaissance Orbiter's High Resolution Imaging Science Experiment (HiRISE) camera, the researchers report on the sequence and variety of seasonal changes. The spring changes include outbursts of gas carrying sand, polygonal cracking of the winter ice blanketing the dunes, sandfalls down the faces of the dunes, and dark fans of sand propelled out onto the ice.

"It is a challenge to catch when and how those changes happen, they are so fast," said Ganna Portyankina of the University of Bern in Switzerland, lead author of the second report. "That's why only now we start to see the bigger picture that both hemispheres actually tell us similar stories."

The process of outrushing gas that carves grooves into the northern dunes resembles the process creating spider-shaped features in far southern Mars, as seen in an image at http://photojournal.jpl.nasa.gov/catalog/PIA12249, but the spiders have not been seen in the north. The seasonal dry-ice sheets overlie different types of terrain in the two hemispheres. In the south, diverse terrains include the flat, erodible ground where the spiders form, but in the north, a broad band of sand dunes encircles the permanent north polar ice cap.
